EXPERIENCE

--Serve as Operating Manager of a company dedicated to research and development of technologically advanced programs specializing in defense and law enforcement solutions.

LUBBOCK FIRE DEPARTMENT, Lubbock, TX.January 1978 to May 2007

Retired at the rank of District Chief in fire suppression, having supervised personnel during both routine and emergency situations. Was responsible for fire fighting/hazardous materials tactics and personnel safety. Served as member of both the Lubbock Fire Department Dive Team and the Lubbock Fire Department Hazardous Materials Response Team. Served as the liaison between the fire department and University Medical Center Children's Burn Center, including working with burned children during their annual summer camp. Past assignments included Emergency Operations Program Coordinator with the responsibility of developing, in conjunction with Emergency Management, emergency preparedness plans for the City of Lubbock/Lubbock County/and the Lubbock County Local Emergency Planning Committee. Developed, trained, and currently serve as the Hazardous Materials Specialist on the Lubbock Fire Department Hazardous Materials Response Team. This included writing justifications and developing specifications for all associated equipment, in addition to researching governmental regulations pertaining to hazardous materials response and ensuring departmental compliance. I was reassigned to Administration for eleven years during budget season, to do the bulk of the preparation work on the $13 million Fire Department budget, including strategic planning, goals and objectives development, and special projects. Other past assignments include Hazardous Materials Response Team Coordinator, Command Assistant, Chief of the Training Division, Captain of the Fire Training Division, Fire Suppression Captain, Fire Suppression Lieutenant, Equipment Operator, Fire Fighter, and Certified as a Peace Officer/Arson Investigator for the Lubbock Fire Marshal's Office.

AN ENVIRONMENTAL SERVICES FIRM,January 1995 to September 2005

Was one of three founders of a corporation, specializing in environmental and construction. Served as Principal and Senior Vice President. The company was fortunate enough to be involved in the reconstruction efforts of the Pentagon after the 9/11 attack. I was a member of the initial team that went to the scene days after the attack and helped secure the contract. We also contracted with the United States Drug Enforcement Agency to disassemble and dispose of, clandestine labs, including meth labs. I served as the Hazardous Materials Specialist for the team, as well as helping disassemble many sophisticated labs, including those with explosives. I traveled frequently to supervise jobs, marketing, or to service various client needs.

COMPLIANCE SERVICES GROUP, INC. Lubbock, TX. 1993 to 1997

Served as a regulatory and safety specialist, working closely with clients regarding regulatory compliance and safety management; including hazard communications, chemical safety, health and safety management, firefighting, hazard control design and verification, and safety training/education. Primary responsibility centered around environmental compliance, including hazardous waste stream identification and evaluation; Notices of Registration; Solid Waste Management Unit Identification and Documentation; Hazardous Waste Summaries; Tier 2 reports; and Toxic Release Inventory reports. Additional experience includes Industrial Hygiene Sampling; Indoor Air Quality Sampling; and extensive Code Searches involving, among others, Uniform Fire Code, Uniform Building Code, and NFPA, to assist clients in understanding how they are regulated and what ramifications or impacts these regulations or standards will have on their specific needs.

PRIVATE CONSULTANT Sept. 1993 to March 1994

Served as a consultant to a privately owned hazardous materials emergency response, cleanup, transportation, and disposal company. Functioned as a hazardous materials response team leader at uncontrolled releases, writing policies and procedures as related to emergency response, pre planning, mitigation, and training. Also conducted training seminars for their employees.

CANYON FIRE DEPARTMENT, Canyon, TX.1976 to 1978

Volunteer Fire Fighter, lived in the fire station while attending West Texas State University. Duties involved assignment to the Rescue Squad and the initial responding fire engine. Held Emergency Care Attendant (the step below EMT) certification during this time.
